Patch 7.23e notes have been released.

The latest patch brings considerable nerfs to all experience talents from all heroes. Instead of the experience talents, heroes will have another choice to pick from.

General

Outpost experience is now every ten minutes instead of every five. The two non-Roshan shrines have been removed; the initial delay increased from five to seven minutes. All experience talents removed.

Warlock – XP talent replaced with +10 Armor.

Weaver – XP talent replaced with +8 Agility.

Zeus – XP talent replaced with +250 Health.

The removal of all experience talents has only one goal: to make games less snow bally and harder for heroes to level up. While the new talents look quite weak, hopefully, they are a placeholder for specific heroes’ talents in the future.

Without experience talents, some champions will be unusable and will phase-out of the meta, such as Oracle, Warlock, Shaman, Weaver and Jakiro. As for the shrines, they were removed after a month in the game. Their intended goal was not reached. The community expects the generic Gold per Minute talents to be the next part of the rework of the game.

While experience/gold per minute talents are boring, they did allow for some champions to appear in the meta, while making use of them. Without these talents, some heroes will phase-out again and will never see the light of competitive play, unless buffed.

The current direction of the game is unclear, and patches are being released almost every day with significant changes to the game state. While some members of the community are enjoying the removal of these generic talents, others are disappointed that they allowed some less popular champions to shine.
